The Guidance Brief discusses financial, administrative, planning, and operational issues for new small urban transit providers.  It addresses issues likely to be encountered by transit operators as they transition to providing urban transit service; or start transit service for the first time. This Guidance Brief is primarily targeted at transit operators in the 36 urban areas created as a result of the 2010 Census.
