The objective of this research was to collect and review information from state DOTs and prepare a report documenting the processes and procedures that have proven successful in transferring responsibility (ownership and/or long term management and maintenance ) for mitigation (stream and wetland) and conservation (based on the Endangered Species Act) sites to private conservation organizations or government conservation agencies.
