This report describes and documents the results of a study conducted help to identify the impact and costs associated with implementing cost containment initiatives as well as to recommend ways in which state DOTs can make informed decisions regarding the use of these various initiatives. Data regarding the use and impact of various cost containment initiatives were gathered from state DOT staff though an online survey that was sent out to members of the DOT from every state. Data were also gathered through interviews with selected state DOT representatives. Results of this study show the prevalence of cost containment initiative usage in state DOTs, describe potential positive and negative impacts of implementing cost containment initiatives, and provide possible methods to mitigate potential negative outcomes experienced when implementing cost containment initiatives.
