This project followed up on NCHRP 20-07/Task 275 which developed an updated strategic plan for the AASHTO Standing Committee on Highways (SCOH). The objectives were as follows:
Develop a detailed implementation plan to assist SCOH to successfully monitor and manage the implementation of the action items developed in the new SCOH Strategic Plan.
Work with the leadership of SCOH and its members to list overarching governance issues identified by SCOH members during the process of developing the new SCOH Strategic Plan.
Work with the SCOH team to identify SCOH members to lead the governance and implementation working group and conduct phone discussions to identify action items to address SCOH governance issues. This will be focused on actions to increase SCOH responses to cross-cutting issues of today and to provide recommendations to the AASHTO Board of Directors as they address transportation challenges.
Work with SCOH to identify members to lead the successful implementation of action items identified in the new SCOH Strategic Plan
Develop white papers and/or research proposals where necessary to expedite the conduct of research identified in the new SCOH Strategic Plan.
The project has been completed and all deliverables provided to AASHTO.
