The AASHTO Technical Committee on Cost Estimating (TCCE) undertook research to create a publication that would assist departments of transportation (DOTs) and other transportation agencies to develop and improve their cost-estimating practices. This new publication, tentatively titled “A Practical Guide to Estimating,” was outlined and initially drafted by volunteer authors and other supporting committee members. NCHRP research was then initiated to complete the guide's development. The NCHRP research, accomplished under this project and NCHRP 20-07/Task 308, involved close cooperation with TCCE members. The final doucument was delivered to AASHTO in January 2012.
