This synthesis will be of interest to construction engineers, contractors, administrators and others concerned with using consultants as a replacement for or as a supplement to agency staffing on highway construction projects. Information is presented on determining the need for consultants as well as methods for hiring them and supervising and monitoring their work. In recent years, highway agency personnel reductions have meant that consultants have had to be engaged to adequately staff construction projects.
