Increasingly, NEPA documents for major transportation projects report that dispersed land development is likely to be a secondary impact. Dispersed development can contribute to serious environmental problems including, air and water degradation, habitat loss, and a decline in ecosystem functions. This study developed a handbook of techniques used to predict, control or mitigate land development impacts of transportation projects.
