Task 144, FY 2001, "Delegations of Authority to Expedite Environmental Processing", (TransTech Management, Joe Crossett). This proposed study will identify, analyze, and offer recommendations on implementing streamlined procedures for satisfying environmental assessments. The study will focus on successful examples where federal agencies have delegated the authority for environmental reviews and approval to state resource agencies and DOTs. As part of the data collection stage, state DOTs shared their experiences with delegation of authority during the recent meeting of the AASHTO Standing Committee on the Environment in New Orleans.
