Task 129, FY 2000, "Synthesis of Project Delivery Times" (Hagler Bailly, Richard Mudge). This study examined the cause and extent of project development delays related to transportation environmental analysis, documentation, review, and permission for rehabilitation and reconstruction programs and projects. The report identifies the typical delays associated with compliance with individual laws and regulations, as well as identifying target areas for re-engineering the environmental review process where significant potential for streamlining exists.
