Task 87, FY 1996, "Investigate the Need for Research on the Performance of Portland Cement Concrete" (Dr. Philip D. Cady). Concerns about premature deterioration of portland cement concrete pavements and structures have been expressed by a number of state highway agencies in recent years. Responding to these concerns, a resolution to embark on a major research program related to the performance of portland cement concrete was approved by the CAOs of the Mississippi Valley Conference on July 12, 1996. This project was approved to fund a preliminary study before deciding on the proposed research program. This study was to investigate the need for research on the performance of portland cement concrete and develop a plan for a program of research to meet the demonstrated need. The project is complete and the final report has been distributed to the chairmen and members of SCOH, SCOR, RAC, Project Panel 20-7, and Advisory Panel 20-7, Task 87. Based on the project's recommendations, a resolution was approved by the AASHTO Board of Directors that calls on Congress to provide for a $30 million, 6-year program in the next reauthorization.
