Task 64, FY 1994, "Review and Update of the AASHTO Guide for Bridge Maintenance Management, the AASHTO Manual for Bridge Maintenance, and the AASHTO Maintenance Manual" (Dr. Kenneth A. Brewer ). Issues, such as advancements in highway maintenance materials, equipment and procedures, the passage of the Intermodal Surface Transportation Efficiency Act of 1991, the promulgation of various environmental and safety regulations, and metrication have rendered portions of several AASHTO (American Association of State Highway and Transportation Officials) maintenance manuals obsolete. The AASHTO manuals in question include the Guide for Bridge Maintenance Management published in 1980, the Manual for Bridge Maintenance published in 1987, and the Maintenance Manual published in 1987. If these manuals are to be used by the state Departments of Transportation (DOTs), they must be kept current. To keep them current requires major commitments by the state DOTs; however, with continuing staff reductions, states have been unable to commit the necessary resources to update the manuals to the current state of the art. Consequently, the AASHTO Highway Subcommittee on Maintenance sought advice as to the actual condition of the manuals, the need for the manuals, and if needed, a recommended plan of action for updating and keeping the manuals updated. The objectives of this study were to review and assess the condition and need for the subject manuals in light of advancements in technologies and procedures, and changes in applicable laws and regulations, and to prepare a work plan for instituting changes to the manuals to make them accurate and useful for state DOT maintenance operations. The project is complete; an integrated manual combining updated material from all three manuals was prepared and forwarded to AASHTO headquarters for distribution to the members of the AASHTO Subcommittee on Maintenance.
