NCHRP Project 8-36, Task 3, was completed in April 2000. The objective of this task was to develop an orientation program/curriculum for new state CEOs that would describe the role and purpose of planning. The panel agreed that the added $20,000 of effort would not produce sufficient results and that the funds should be reprogrammed for more urgent needs.
