The intent of this study was to investigate and assess the application of market research techniques used in other fields, including public sector programs, to state transportation planning. At a minimum, topics for consideration included: (a) establishment of transportation needs, plan objectives and program make-up; (b) factors influencing public and interest group perceptions; and (c) a systematic evaluation of planning, program development, and public involvement processes. Implementation procedures for promising applications are provided.
